The proposal of MRCM was also proposed by Thomas Paine and Thomas Jefferson. . Thomas Paine in 1780 / 1790 / 1805 wrote essay called "Agrarian Justice" . Please google on agrarian justice,. In the essay he said that some 10% inheritance tax should be imposed on LAND , and the money should be divided DIRECTLY amongst all americans equally !!! . The reason he gave was --- LAND , and not outcomes of labor, is inherently public property and privatization of land was "unethical" , and this inheritance tax and equal division of inheritance tax would lessen it. .
