In which case identity theft / identity tempering will be easier --- when all identity data is made public or when it is semi-confidential? . 100% confidentiality isnt possible in identity data because Govt staff will always have information . . Idenity data means --- name, parents' name, pan-id, aadhar-id, voter-id, address, parents' names. past addresses , photo, finger print etc . identity theft means thief-X managing to pretend that he is A, and managed to steal assets etc belonging to A . identity tempering means some hacker or insider changing the data like finger print or photo etc in A's record inside System or Govt , so that now A is no longer to claim his own asset using his finger print. This can be sabotage or theft. An extreme case is --- some outsiders or some insiders change the data of lakhs of individuals inside system to cause massive sabotage. . So we have following threats . 1. A thief with no access to system's internal working as imposter . 2. A hacker gets access to system's internal and causes sabotage or steals identity data . 3. An insider sabotage or steals identity data . 4. Outsides , hackers or non-hackers, or insiders due a massive sabotage. . In which case will it be easier --- when all idenity data is public or when it is semi-confidential?
