IMO, following actvist steps sufficient to raise a mass-movement in India for one-more good law-drafts . 1. An activist can put law-draft on torrent or FB-status and get URI or URL . 2. Activists can ask voters to send URL / URI to MP via SMS . 3. Activists can ask voters to send another URL / URI to MP via SMS , which tells MP to setup SMS server and send ack# to citizen's SMS, and put URL ---- Count information on MP's website . 4. Activist can ask net-enabled voters to put a comment in the FB status which has the draft. . 5. Activist can ask net-enabled voters to create an FB status on their wall , which has text of the order they sent to MP via SMS , a JPG image, and URL to their comment in post in (4). . 6. Activist can ask net-enabled voters to create an FB notes , which has list of all SMS they have sent, and URL to their comment in post in (4) as well as URL to (5). . This will make it possible activist to verify how many voters have sent SMS to MP --- they can look at number of comments in FB-status containing the draft in (1) . They can verify if an FB user has sent SMS or not. How? See the profile of that FB user. See his notes on his wall which has list of all SMS he sent. In that . In that, search for the URL given in (1). And see the link to comment he posted in (1). . ====== . A torrent based voting system would need each net-enabled voter to create a digital signature. And this scheme works as follows . 1. A net-enabled voter will need to create digital signature and publish the public key . 2. Say draft is put on torrent and SHA1 hash of that torrent is Sha1Draft . It will be 48 digit long alpha-numeric string. . 3. The net enabled voter can create a string called "Sha1Draft-yes-date-time" and put the digest using private key portion of his digital signature. . 4. The net enabled voter can put "Sha1Draft-yes-date-time" string along with the digest as a torrent. The digest is the proof that he digitally signed the string. . 5. There can be several websites, which keep torrents from crores of voters or voters of a particular area like assembly segment , parliament segment etc. . Now sending verified digital signature of all 10 crore net-enabled voters to all 10 crore net-enabled voters is possible. And it is possible even if number of voters grow to 900 crore i.e. world population after 30 years !! It does require a human to to human network of activist where 1 out of 1000 person is activist and they communicate face to face once a week for 5 minutes a week.
