International coal prices ( pls google on "international coal prices" ) = Rs 4000 per tonne to Rs 6000 /tonne (prices vary day to day). This is price at the post of source country , In India, same price can be obtained at the mine. . But most auction have fetched between Rs 800 / tonne and Rs 2000 / tonne. There are some outliers like Rs 3500 / tonne , but there are also some outliers like Rs 108 / tonne. . Why were bids so low compared to international prices? . (a) Small companies were not allowed to bit by making qualifying conditions cumbersome and also putting restrictions on capital the company must have. . (b) In many cases, restrictions were put that company must be power company or steel company !!! . (c) In many cases, restrictions were put that company must have capaibility and experience in mining. . (d) open auctions were NOT held ; e-auction were held which enables server owners to rigg bidding process and yet public cant see. If auction is made in public (like cricketers are auctions) , then manipulation still may happen, but whole world will see !! . Solution :- . 1. Right to Recall coal minister --- so that we can get a coal minister who conductions auction in open and doesnt put useless conditions. . Please send following order to MP via SMS to get RTR over Coal Minister ---- " Dear MP , please print Right to Recall specific Minister law-draft in the Gazette so that we voters can replace Ministers in charge of dept , other than Defence , Home etc and dept such as Education, Chemical, Fertilizer etc . Create uniform coal market across India i.e. Railways should take coal from railway station X to railway station Y at neat flat rate IRRESPECTIVE of distance , i.e distance should pay minor role in frieght of coal. This necessary to have level field for coal consumers and promote TRUE competition between coal consumers . 3. The bidding should be on cost of mining, and lowest cost giving contractor should be given mine . 4. Coal buyers should be required to pay international price, and difference should be deposited in accounts of citizens DIRECTLY . 5. Mining companies should NOT be owned by coal buyers --- partioning companies. . ===== . And same logic should be applied for all mining. .
