Proposed alternate Land Acquitition Draft . The proposed draft has 5 drafts. . 1. Publicizing all land owners' names and their land holdings --- this is necessary to reduce real estate frauds as well settle all real estate claims rapidly. It is also necessary in land acquisition because a person who is losing all his 5 acre should get higher rate per acre, while a person losing say 5 acre out of his 100 acre doesnt qualify for rate much higher than market value. So unless land ownership is disclosed , it will be difficult for the office and Jury to settle the compensation claims. This draft is simple ---- GUESS THE DRAFT !!!?? Please write the draft in comment. . 2. Reducing role of unaccounted cash in land deals ---- Unless role of cash reduces, it is difficult to decide market value of land. The draft works as ---- Once printed in Gazette, if a third party offers 25% extra within 30 days , then buyer will get 20% extra and plot will go to the third party. Hence , volume of cash will drop to below 20% . And three years later, the margin for open land decrease from 20% to 5%. So use of cash will decrease. . 3. Law-draft to prepare / approve land acquisition proposal and decide primary compensation --- to be published . 4. Law-draft to decide claims for extra compensation ---- till the owner-person dies, if his annual income falls below say Rs 100,000 year , then monthly compensation of certain amount will start. . 5. DDMCRAM over acquired land ---- the acquired land will be leased for 5 years to 30 years , and rent will divided equally amongst all citizens of India.
