A useful historical fact --- by 1870 , London School Board members and Chairman were all elected , and elected by citizens across London. Back then, MPs were elected by only 10% citizens i.e. only 10% had voting rights in election of MPs. But for school board members, voting was with almost 100% citizens. . Also " Firstly, the board's election of 1870 was polled by secret ballot, being the first large-scale election to use this approach in Britain. Secondly, the cumulative voting system gave electors a number of votes equal to the number of seats in the division in which they were voting. This vastly improved education. . USA went one step further and also enacted Right to recall over District Education Officer. And so education in USA became better than education than UK. . In India, citizens have near zero control over District Education Officers and other authorities in education. . I at Right to recall group along with some 1000 recallists across India have been campaigning for Right to Recall over DEO = District Education Officer. .
