Pls google on "budgam shooting" and "budgam shooting modi". A car driver in Budgam , JK , didnt stop despite soldiers showing signals to stop and check points. And so the soldiers started fire. Later , it was found that the teenages in the car had no prior criminal record and had no terror links, and had no weapons in car. But nevetheless , soldiers were blameless , because if a car doesnt stop despite signals and check posts, then they are supposed to shot at that car. . Despite this , army blames the soldiers, And later NaMo made a statement which in which he gave credit to his government for the indictment of soldiers involved in the death of a youth after they fired at a car during a routine check in Budgam on November 3. He said "“it was Modi sarkar ka kamaal (his government’s feat)” that the army had accepted its mistake for the first time in 30 years." !!! . So were army-apex officers forced by NaMo to indict the soldiers? . Soldiers were just doing their jobs. There should have been no such indictment to begin with. And on top that PM should not have claimed credit for getting soldiers indicted. .
