Karanataka Congress CM Siddaramaiah forced to support RTR ; but he plans for a USELESS and FAKE Right to Recall Sarpanch law-draft . Most likely , BJP , AAP would support this useless bill. So what can we do? . Due to years of efforts of us recallists, more and more political activist leaders like Anna and now political leaders are being forced to accept RTR. But as expected, they are more interested in maligning RTR concept then creating a good RTR-law-draft. . In order to malign Right to Recall concept, Karnataka CM proposes an utterly useless combersome RTR-Sarpanch-law-draft , which requires all 1000s of voters to meet at one place on one day, no SMS , and instability prone NEGATIVE RECALL !!! . The RTR-draft we have proposed needs no such "majority voters must meet on one day at one place" , has NO NEGATIVE RECALL and uses positive recall . And BJP , AAP, both of whom want to malign RTR, will support this useless bill and will refuse to promote the sensible RTR-draft. . So how can we true recallist force CM to switch to a bill with positive recall? Well, sadly, most activists are SoMoKe-andbhakt and so we dont get their time . We dont have cash to pay 100s of paidmediamen . . Nevertheless, we can try. We can inform voters and activists about what is GOOD RTR-DRAFT , and what is BAD RTR-DRAFT, and why Congress-BJP-AAP want bad RTR-draft only. . So I request recallists to write notes in English , Hindi and kannada on . . 1. explain "good" Right to Recall law-draft . 2. explain why draft proposed by Karnataka CM is "bad" --- . (2a) Because iKaranataka CM's draft requires 1000s of voters to assemble at one place on one day ; during voting, one poll needs staff of 5 to 7 per 1000 voters So if village has 10000 voters, then some 50 to 70 govt employees will be needed for whole day ; so possibility of riot, rukus, and false people appearing to vote etc increases . (2b) on normal voting day, all villages go for vote. So if I am in village-A and I want 1000 bogus voters, then I will need to bring 100 bogus voters from village-B , who cant come as they need to vote in village-B. Vut during recall poll as per draft as suggested by Karnataka CM, only one village-A will be having recall poll. So bogus voters can come from village-B . (2c) in any village, some 20% to 30% are working in city. They cant all come on same day . (2d) the process will take whole day. so women voters and even male voters who have job wont be able to spare whole day . (2e) if 5000 to 10000 voters have assembled at one place, the counting cannot be be completed in 1 day . So the whole procedure is useless . (2f) procedure uses NEGATIVE recall and so it is instability prone. . ==== . (3) explain why good draft is better than draft given by karnataka CM. . . (3a) because in the draft we have proposed , voter can file approval anyday at talati , patwari office. Voter can file approval even via SMS or a mobile app. So all voters need NOT gather at one place on one day. . (3b) because in the draft we have proposed , existing sarpanch is expelled only when a new person gets approval equals to 10% more than approval count of existing sarpanch. so process is NOT prone to instability. . ==== . And we need to put RTR-sarpanch draft and ask karnataka voters to order MLAs via SMS. . Dear recallists, please start working on above steps. .
