Over 99% deaths due to dog attacks have nothing to do with lack of toilets etc. . India has 4-8 times more cases of rabies due to dog-bites compared to rest of the world put together !!! (Other countries have high incidence of rabies due to bat bites, and bites of other wild animals). . India has about 20000 dogbite DEATHS reported every year. To that, add unreported deaths. USA has about 50-100 deaths due to dogbites per year !!! And USA data includes elderly people who get bitten by their own dogs and is often a case of accident rather than societial neglect. . The dogbites problems increased after Bharat Ratna ABV printed law-draft in Gazette in around 2002 which made it almost impossible for municipalities to catch and kill the dogs. To make matter worse, Supreme / High judges have upheld that law-draft. . Essentially, foreign elitemen wanted to create an atmosphere of unsafety in India. So they had bribed ABV to print many laws which reduce general safety and make people feel helpless. So one law Bharat Ratna ABV printed was Juvenile Justice Act, which increased violent sexual crimes against women by three times !!! And another law was to restrict dog catching and dog killing, which increased number of dogs, dogbites and deaths. . ============== . Solution I propose? . 1. Jury Trial against those who throw garbage on streets and / or feed street dogs. This will reduce food on streets and dogs will go away . 2. Right to Recall Municipal Mayor --- This will ensure that mayor does work to catch the stray dogs , make dog hostels and so problem will further reduce. . Please note that SoMoKe have opposed BOTH --- Jury Trial over those who throw garbage on streets or feed street dogs AND RTR-Mayor. So SoMoKe-andhbhakti will worsen the situation. And SoMoKe-andhbhagats are knowingly or unknowingly doing more damage than good. CoBhAp-apex and RSS-apex too have always opposed Jury Trials and have opposed RTR since their formation. So promoting CoBhAp or RSS will also worsen the situation. . The steps I propose is that activists should order MPs via SMS to print Jury System law-draft in Gazette and print RTR-Minister and RTR-Mayor-law-draft. . IMO, activists should convince 45 crore voters to send following orders to MPs via SMS. .
