To dear citizens of India , . This proposed law-draft is to reduce the miseries of farmers who grow sugarcane. . The sugarcane growers have to sell sugarcane to sugarmills who often dont pay them for years. Why is this so? The reason is --- oligopoly in sugarmill ownership.. And the oligopoly is because there are licensing requirements imposed by state / central govt Ministers , which stops NEW sugar and gur mills from coming up and forcing existing one to behave well. . If all licensing requirements are removed, then more sugar and gur mills will come and competition between sugar mills will grow. And so they will make immediate payments to sugarcane growers . The restrictions that govt imposes on creation of sugar mills can be removed , if we citizens by FORCE CMs \ PMs to print a gazette notification to do the same. The draft is given here. He will ONLY be required to register his name , his aadhar , voter of Panid and address at local Tahsildaar's office. . 1.2. Every person except farmer will be required to disclose the stock of sugar / gur he has at local collector's office. CM may depute officer to make stock disclosure online. . 1.3 If any voter in that tahsil / district has objection against that sugar mill due to pollution or other reasons, then he may submit application at Collector's office for fee of Rs 20 per page. . 1.4 If any person wants to support / oppose the objection , then he may file YES / NO by visiting Patwari's office , pay Rs 3 fee . The CM or PM may depute officers to ensure that citizen can take this step via SMS for fee of 50 paise. . 1.5 If the sugar mill is causing pollution beyond limit or causing other problems, then the collector may take necessary legal action using Jury trial or other legal ways. However, if subsequent notification show Jury Trial as only way, then action will be taken only via Jurors. . section-TCP-CM : TCP-CM-clauses . (TCP-CM.1) ( instruction to District Collector ) . if any citizen wants a change in this law-draft, he may submit an affidavit at Collector’s office and Collector or his clerk will post the affidavit on the website of CM for a fee of Rs 20/- per page. . (TCP-CM.2) (instruction to Talati or Patwari) . If any citizens want to register his opposition to this law-draft or any section or wants to register YES-NO to any affidavit submitted in above clause, and he comes to Talati’s office with voter-ID and pays Rs 3 fee, Talati will enter YES/NO and give him a receipt.
