Following are the rules I propose for giving tickers inside Right to Recall Party (if and when it is formed) . (pls post comments in 2-person thread or your wall. not here) . The purpose is to use elections and political party structure to increase the speed at which information on RTR etc spreads. . I repeat --- the one and ONLY purpose is to use elections and political party structure to increase the speed at which information on RTR etc spreads. . ==================== . For Loksabha . L.1) If there is only one applicant, he gets ticket regardless of anything. . L.2) If he wants permanent ticket , then he needs to give four A4-sized newspaper advertisements on RTR-law-drafts - 2 Local languages and 2 English. The advt should be in highest selling or second highest selling local language newspapers and english newspapers in that constituency. The local language advt should be on first page and english should be on second OR third page. If he does that , he gets PERMANENT ticket for that LS seat i.e. he OR any person he nominated will get that LS ticket. I will soon disclose advertisement drafts. They will be similar to newspaper advertisements we give. . L.4) If a person has given twice the advertisements in (L.2) , then he becomes eligible to contest in two constituencies OR he can contest in constituency and in another constituency , he can appoint any person he wishes. . L.3) If second person does same after one person has already done that, then he gets second slot. i.e. if person who has first slot say A, doesnt file nomination OR he withdraws OR his form gets cancelled then second person will get ticket. . L.4) If a person gets over 2% of polled votes in LS election, 5% of polled votes in Assembly election or 10% in Municipal Corporation election or 20% in District Panchayat election OR becomes District Panchayat Sarpanch OR becomes Municipal Mayor in two with population above 500,0000 , then becomes permanent candidate in that LS constituency or any nearby LS / Assembly constituency he chooses.
